LOWELL — A mix of pride, cooperation and, briefly, a bit of anxiety was on April 26, 2009 as Cambodian and local officials opened on Chelmsford Street just the nation’s third Cambodian consulate under preside of H.E Hor Nam Hong, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation.
Cambodian-American and Honorary Consul Sovann Ou said Lowell, which has the second-largest Cambodian population in the U.S., is now home to just the third Cambodian consulate in the U.S., after Long Beach, Calif., and Seattle. He said the consulate would also provide information to help all Cambodians in Massachusetts and to bolster trade and investment.
“This is great,” said Sen. Steve Panagiotakos later. “It’s a way of Cambodia recognizing Lowell as a critical city in America.
