21st ASEAN Summit Concludes

Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia and Chair of ASEAN presided over here this evening at the Peace Palace the closing ceremony of the 21st ASEAN Summit and Related Summits.

“Our 21st ASEAN Summit came to an end and achieved as we have planed,” said Samdech Techo Hun Sen at the closing ceremony.

“The Cambodian government and people have a great honor to host this important 21st ASEAN Summit and other Related Summits,” he underlined.

The ASEAN Chair also thanked the ASEAN Leaders for their contribution to the discussions in the past three days.

“I believed that the fruitful outcomes of the 21st ASEAN Summit will contribute importantly to our efforts to realize a strong ASEAN Community under the motto of “ASEAN: One Community, One Destiny”, Samdech Techo Hun Sen said.

At the 21st ASEAN Summit, the ASEAN Leaders have agreed to sign, adopt, and note different documents including the Phnom Penh Statement on the Adoption of the ASEAN Human Rights Declaration, the ASEAN Human Rights Declaration (AHRD), the ASEAN Leaders’ Statement on the Establishment of an ASEAN Regional Mine Action Center, the Concept Paper on the Establishment of an ASEAN Regional Mine Action Center (ARMAC), the Bali Concord III Plan of Action (2013-2017), and also launched the ASEAN Institute for Peace and Reconciliation.

According to the Chairman’s Statement of the 21st ASEAN Summit released after the closing ceremony, the ASEAN Leaders also noted the report of the Secretary General of ASEAN on the progress of the implementation of the ASEAN Charter and Roadmap for an ASEAN Community which highlighted ASEAN’s progress, opportunities and challenges in its Community building and integration process.

On the regional and international issues, especially on the South China Sea, the ASEAN Leaders underlined the importance of DOC as a milestone document which signifies the collective commitment of ASEAN Member States and China to promote peace, stability and mutual trust in the South China Sea.

On this issue, the ASEAN Leaders underscored the importance of the ASEAN’s Six-Point Principles on the South China Sea and reaffirmed their commitment to continue to fully and effectively implement the DOC, enhance maritime security cooperation, to encourage the partied concerned to resolve territorial and jurisdictional disputes by peaceful means, without resorting to the threat or use of force, through consultations and negotiations by sovereign states directly concerned, it added.

At the end of the closing ceremony, Samdech Techo Hun Sen handed over the symbolic gavel of ASEAN Chairmanship to His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, Head of State of Brunei Darussalam, as the rotation Chair of ASEAN next year.
