Cambodia Calls All Diplomatic Missions Not To Interfere in Its Internal Affairs

The Cambodian Ministry of Foreign Affairs and International Cooperation has addressed a message to all diplomatic missions accredited to the country, calling them to “avoid interfering in the internal affairs of the host country regardless of the power of his/her home country.”

The full message dated April 26 reads as follows:

“The Ministry of Foreign Affairs and International Cooperation presents its compliments to all diplomatic missions accredited to the Kingdom of Cambodia, and has the honour to call to mind the stipulation of Article 41.1 of the Vienna Convention on Diplomatic Relations which clearly states that:

‘Without prejudice to their privileges and immunities, it is the duty of all persons enjoying such privileges and immunities to respect the law and regulations of the receiving State. They also have a duty not to interfere in the internal affairs of that State.’

Likewise, according to the international practice, this is also the very first obligation of any diplomatic Envoy to a foreign country to avoid interfering in the internal affairs of the host country regardless of the power of his/her home country.

The Ministry has further the honour to point out that there have been many occasions, in which some Heads of diplomatic missions behaved like a ‘Proconsul’ of his/her country to the Kingdom of Cambodia. They indulged themselves to criticize or to give lessons to the Royal Government of Cambodia. Such behaviours are not acceptable for Cambodia as a sovereign country and a member of the United Nations. Cambodia is not a ‘BANANA REPUBLIC’.

The Ministry of Foreign Affairs and International Cooperation avails itself of this opportunity to renew to all diplomatic missions to the Kingdom of Cambodia the assurances of its highest consideration.”
